Standalone sprout create apps currently use git deps pinned to version tags (see PR #1) because the packages aren't published.

Publishing to pub.dev lets created apps use plain hosted constraints (sprout_ui: ^0.2.0) and removes the git-dep workaround.

Flip publish_to on sprout_ui + sprout_state
melos publish (dry-run first)
Switch the CLI's standalone dep branch back to hosted constraints (or make it configurable)
