Summary

Chain enum + registry for Base, Ethereum, Arbitrum, Optimism, Polygon, BNB Chain, Avalanche C-Chain
Chain ids and Alchemy network slugs verified against alchemy.com/rpc (base-mainnet, eth-mainnet, arb-mainnet, opt-mainnet, polygon-mainnet, bnb-mainnet, avax-mainnet)
build_rpc_url(chain, api_key) for constructing the per-chain Bundler/sponsorship JSON-RPC endpoint

Verified locally: hatch run lint, hatch run format-check, hatch run test (65 passed), hatch build.

Closes #7

Note: merges into develop, not the default branch main — issue closed manually after merge per repo process.
